Who Leads the Fourth Industrial District -- and Why It Matters


Part II: WHAT -- The Model


The Director of Instruction and Innovation at Innovation USD started his career running his own LLC, teaching young people how to launch businesses. The Chief Operations Officer came from theater production management -- staging, lighting, logistics, the art of making complex performances appear effortless. The Director of Ethnic Studies was a two-time county Teacher of the Year who had rewritten the history curriculum to require a minimum of five perspectives per course. The Assistant Superintendent of Educational Services was a first-generation college student who had built a career on the conviction that the children of immigrants deserved the same intellectual rigor as the children of legacies.

And the superintendent himself? He was a Ugandan refugee who had arrived in the United States barely able to speak English, who had been poor, who had been Black in an education system that was never designed to see him -- let alone be led by him.

Not one of them followed the traditional path to district leadership. And that, I would come to understand, was not a coincidence. It was the strategy.

In the previous chapter, I introduced the Shared Vision Framework for the Fourth Industrial Superintendent and its five interconnected components: Moral Purpose at the center, with Imagine, Produce, Employ, and Experience cycling around it. I described moral purpose as the gravitational force that holds the entire framework in orbit. But I did not yet answer the question that every superintendent reading this book should be asking: Who is this person? What kind of leader possesses the moral clarity, the divergent thinking, and the biographical urgency to do this work? And how do you find -- or become -- that leader?

This chapter answers those questions. It is about the IMAGINE phase of the framework: the moment before the plan, before the professional development, before the bond measures and the equity audits. It is about the human being who sits at the center of the circle and the people that human being places around the table. It is about moral purpose not as a professional competency but as a lived inheritance, and about positive deviance not as a hiring novelty but as a strategic imperative for the most complex transformation American public education has ever faced.


The Superintendent's Lived Experience as Moral Foundation

Michael Fullan (2011) has argued for two decades that moral purpose is the essential driver of educational change -- that without a deep commitment to improving the lives of all students, reform efforts devolve into compliance rituals and performative accountability. I agree with Fullan. But my research revealed something his framework does not fully account for: the source of moral purpose matters as much as its existence. Where moral purpose comes from -- whether it is adopted from professional literature or forged through lived displacement and exclusion -- shapes not only the intensity of a leader's commitment but the specificity of their vision, the risks they are willing to take, and the constituencies they refuse to abandon when the work becomes politically inconvenient.

The superintendent of Innovation USD did not arrive at his moral purpose through a graduate seminar on equity-centered leadership. He arrived at it through a childhood marked by displacement from his homeland, immigration to a country where he did not speak the dominant language, poverty, and the experience of being Black in American schools and American society. His moral purpose was not a professional philosophy. It was a biographical fact. "If we don't educate everybody, we are going to have problems," he told me during our interview. "That's why to me, education is so important. Like Fullan says, transforming education is the most important thing we can do right now" (Martin, 2022, p. 91).

Notice the structure of that statement. He invokes Fullan -- the scholarly authority, the intellectual framework -- but the conviction predates the citation. He did not read Fullan and decide to care about educational transformation. He cared about educational transformation because he had lived its absence, and then he found in Fullan a language for the urgency he already carried. This distinction is not merely biographical. It is structural. Leaders whose moral purpose is rooted in lived experience rather than professional development exhibit different behaviors: they are more willing to name specific populations, more resistant to diluting equity commitments under political pressure, and more likely to pursue strategies that challenge institutional comfort (Khalifa, 2018; Tillman, 2004; Horsford, 2012).

The superintendent's exposure to the Center for Advanced Research and Technology (CART) program during his tenure as a principal crystallized his moral purpose into a theory of action. At CART, he observed something that the standardized testing regime had trained him not to expect: special education students fully engaged in inquiry, multicultural groups of learners bringing diverse perspectives to complex problems, classrooms where the teacher was not the source of knowledge but the architect of conditions for discovery. "Everybody's engaged!" he told me, his voice still carrying the wonder of that initial encounter. "The teacher is engaged in assisting, arguments are happening, and it's just fascinating!" (Martin, 2022, p. 79).

What he saw at CART was not a program. It was proof -- proof that the factory model was a choice, not an inevitability, and that a different choice was possible. His moral purpose, forged through displacement and survival, found its pedagogical expression in inquiry-based learning. And from that fusion of biographical urgency and pedagogical possibility, he built a theory of action that would transform a district.

Kotter (2012) would call this the creation of urgency. Senge (1990) would call it the emergence of personal mastery aligned with shared vision. I call it something simpler: a leader whose life taught him what the system refuses to see, and who decided -- not as a career move but as a moral obligation -- to make the system see it anyway.


Naming the Problem: Why Specificity in Equity Language Matters

The superintendent of Innovation USD did something in his theory of action that many superintendents avoid, and that avoidance has consequences that reverberate through every classroom, every budget allocation, every staffing decision in a district. He named the students.

Not "all students." Not "historically underserved populations." Not "students from diverse backgrounds." He named Latino and African American children, specifically, in his district's theory of action and in the policies that operationalized it. When I asked him why, his response was immediate and unequivocal:

> You must name it. When meshed together, I don't need to be specific, but if I name Latinos and African Americans, then you've got to ask the question. Okay, what do you need? Well, first and foremost, you got to teach real history, make learning relevant, and approach learning in a culturally responsive way through [PBL]. When it's not named, and everything is meshed together, then you don't have a specific game plan, right? No, it's because you don't want to name it for what it is. (Martin, 2022, p. 82)

This is not merely a preference for precise language. It is a theory of accountability. When a district's equity commitment is couched in universal language -- "all students will succeed," "every child deserves an excellent education" -- the commitment belongs to everyone and therefore to no one. It becomes a rhetorical shield against the very specificity that equity requires. As Ladson-Billings (2006) argued in her foundational work on the education debt, the language of "achievement gaps" locates the problem in the students themselves rather than in the systems that produced those gaps. And when the problem is located in students rather than systems, the solutions become remediation programs and intervention tiers rather than the structural transformation that the Fourth Industrial Revolution demands.

The superintendent understood this instinctively, but his instinct was informed by more than theory. He understood it because he had been the unnamed child. He had been the student whose language, whose culture, whose ways of knowing were invisible in the curriculum and irrelevant to the accountability metrics. "I think I have to be cognizant that I'm a Black superintendent," he reflected. "Although my focus is on making sure that we deal with the achievement gap, I've got to make this thing real for everyone. You helping Blacks is for everyone. You helping Latinos is for everyone" (Martin, 2022, p. 83).

This is the antithetical logic that the best equity leaders hold: naming specific populations is not exclusive; it is the precondition for genuine inclusion. When you name the students your system has historically failed, you create an obligation to understand the specific mechanisms of that failure -- the curriculum that erases their histories, the pedagogy that demands compliance instead of curiosity, the assessment systems that measure memorization rather than meaning-making, the tracking structures that sort children into predetermined futures before they have had a chance to imagine their own. And when you understand the specific mechanisms, you can design specific interventions. Universalism, by contrast, designs nothing. It merely hopes.

For the Fourth Industrial Superintendent, the imperative to name has expanded. It is no longer sufficient to name which students the system has failed academically. Leaders must now name which students the system is failing technologically -- which children have access to AI tools and which do not, which children are learning to use AI as a creative and analytical partner and which are being surveilled by AI-driven disciplinary systems, which communities are being trained for the Fourth Industrial Revolution workforce and which are being trained, once again, for compliance (Selwyn, 2022; Benjamin, 2019). The RAND Corporation (2025) has already documented the emerging AI training gap: by the 2025-2026 school year, nearly all low-poverty districts will have trained teachers on AI, while only six in ten high-poverty districts will have done so. If that divide is not named -- if the specific populations it affects are not identified in theories of action and accountability frameworks -- then AI will become the newest instrument of the same old sorting machine.


The Positive Deviant Advantage: What Outside Experience Brings to Education Leadership

In the vocabulary of IDEO's (2015) human-centered design methodology, a positive deviant is someone whose uncommon behaviors or strategies enable them to find better solutions to problems than their peers who face the same challenges and constraints. Positive deviants do not succeed because they have more resources. They succeed because they think differently -- because their experiences, perspectives, or backgrounds give them access to approaches that the dominant culture has not considered, has dismissed, or has actively suppressed.

My fourth research finding revealed that the positive deviant concept, drawn from design thinking, had direct application to educational leadership. At Innovation USD, all but one of the district leaders I studied had significant careers or professional aspirations outside of education before entering the field. The Chief Operations Officer had worked in theater production management -- an industry built on collaboration under pressure, iterative rehearsal, and the coordination of dozens of specialized roles toward a shared artistic vision. The Director of Instruction and Innovation had founded his own LLC devoted to teaching students entrepreneurial skills. The Director of Ethnic Studies had combined a nationally board-certified teaching career with deep community organizing work that extended far beyond school walls. The Assistant Superintendent's first-generation college experience had given her an outsider's perspective on institutional systems that career educators, socialized within those systems from the beginning, often could not see.

These were not peripheral biographical details. They were strategic assets. Each leader brought frameworks, instincts, and problem-solving approaches that the traditional education pipeline -- undergraduate teacher preparation, classroom teaching, assistant principal, principal, district office -- does not produce. The theater producer understood that physical spaces shape behavior and that learning environments are stages that either enable or constrain the performances they are designed to host. The entrepreneur understood iteration, risk tolerance, and the difference between planning and prototyping. The community organizer understood that sustainable change requires coalitions built on trust, not mandates built on compliance.

Sternberg's (1999) theory of successful intelligence offers a useful frame here. Sternberg argued that intelligence operates through three modalities: analytical, creative, and practical. Traditional education career paths heavily select for analytical intelligence -- the ability to evaluate, compare, and critique existing systems. What they select against is creative intelligence -- the ability to imagine, invent, and synthesize novel solutions -- and practical intelligence -- the ability to navigate real-world contexts, build relationships, and implement ideas in complex environments. The positive deviants at Innovation USD possessed all three, and the creative and practical dimensions were products of their non-traditional backgrounds.

This finding has profound implications for how districts recruit, hire, and develop their leadership teams. The dominant model of superintendent preparation -- doctoral programs in educational leadership that draw primarily from the ranks of career educators -- produces leaders who are deeply knowledgeable about education systems but who have been socialized within those systems for their entire professional lives. They know what schools are. What they may lack is the ability to imagine what schools could be if freed from the assumptions that the factory model has made invisible through sheer repetition.

Senge (1990) called these assumptions "mental models" -- the deeply held internal images of how the world works that limit people to familiar ways of thinking and acting. For career educators, the mental models of schooling are so thoroughly internalized that they function not as beliefs but as physics -- as natural laws rather than human choices. The positive deviant, by contrast, arrives in education with mental models forged elsewhere. They see the bell schedule and ask why. They see the rows of desks and wonder what a theater-in-the-round configuration would do for student dialogue. They see the annual professional development calendar and think about the sprint cycles and retrospectives that drive innovation in technology companies.

This does not mean that career educators cannot lead transformation. It means that career educators who lead transformation effectively tend to have had experiences that disrupted their socialization -- exposure to inquiry-based learning in other contexts, travel, community organizing, entrepreneurship, encounters with education systems in other countries. The superintendent himself, though a career educator, was the ultimate positive deviant: his entire life prior to American education was spent in a radically different context, and that biographical disruption gave him the perspective to see the American factory model not as the natural order of schooling but as one specific, historically contingent, racially motivated design choice among many possible alternatives.


The Career Educator Paradox: Mirroring vs. Innovating

One finding from my research complicates the positive deviant narrative in a way that I believe is essential for honest scholarship and responsible practice. Participant 4 -- the Director of Ethnic Studies, a career educator with no significant professional experience outside of the K-12 system -- was effective, dedicated, and deeply committed to the superintendent's vision. She implemented the social justice framework with precision. She led the decolonization of the history curriculum with integrity. She held herself and her teachers accountable to the goals the superintendent had established.

But she did something the positive deviants did not do: she mirrored. Where the leaders with outside experience iterated, invented, and adapted the superintendent's vision through the lens of their own divergent backgrounds -- producing innovations that the superintendent himself had not anticipated -- the career educator executed the vision as it had been given to her. She was, in the language of organizational theory, a faithful implementer rather than a creative amplifier (Spillane et al., 2002). Her work was excellent. But it was reproductive rather than generative.

I want to be careful here, because this finding can easily be misread as an argument against career educators or an assertion that traditional preparation is somehow inferior. It is neither. What the finding suggests, rather, is that the diversity of professional backgrounds within a leadership team matters as much as the quality of individual leaders. A cabinet composed entirely of positive deviants would likely generate abundant innovation but might struggle with the operational continuity and institutional knowledge that career educators provide. A cabinet composed entirely of career educators would likely maintain coherent operations but might lack the imaginative disruption that transformation requires.

The superintendent of Innovation USD understood this intuitively. His cabinet was balanced: career educators who could translate vision into operational reality alongside positive deviants who could push that vision into territory the career educators had not considered. The key was not eliminating one type in favor of the other. The key was intentional composition -- assembling a team whose collective cognitive range exceeded the range of any individual member.

Martinaityte et al. (2020) describe this as collective psychological ownership -- the phenomenon in which diverse team members develop shared ownership of an innovation not despite their differences but through their differences. When each leader brings a distinct professional lens to the shared vision, the vision becomes richer, more resilient, and more adaptable than any single leader could have made it alone. The superintendent did not need five copies of himself. He needed five people who could see different facets of the same moral purpose and bring different capacities to its realization.

For the AI era, this finding is more relevant than ever. Generative AI is itself a kind of positive deviance -- a technology that produces novel combinations, unexpected connections, and creative outputs that human cognition alone might not generate. The superintendent who surrounds themselves only with leaders who think like they do will be no better prepared for AI than the teacher who uses ChatGPT only to produce the same worksheets they have always produced. The technology demands divergence. The leadership must model it.


Strategic Appointment Over Traditional Hiring

The superintendent of Innovation USD did not assemble his leadership team through traditional hiring panels. He appointed them. Strategically, deliberately, and with a clarity of purpose that traditional hiring processes are structurally designed to prevent.

"If I take people through a normal interview panel, she would have gotten selected because these folks don't know what I need," he told me, referring to one of his key appointments. "They're voting with their friend or what's comfortable" (Martin, 2022, p. 80).

This is a statement that will make many readers uncomfortable, and it should. It challenges the procedural norms that govern public education hiring -- the panel interviews, the rubric-scored responses, the committee consensus that is supposed to produce fair and merit-based selections. But the superintendent's critique was not about fairness. It was about fitness for purpose. Traditional hiring panels, he argued, select for candidates who perform well in interviews -- who are articulate, poised, and adept at reflecting back what the panel wants to hear. They do not select for candidates whose moral purpose aligns with a transformative vision, whose professional backgrounds bring divergent thinking, or whose willingness to challenge institutional comfort might make a hiring panel deeply uncomfortable.

This finding resonates with research on how organizations perpetuate homogeneity through seemingly neutral processes. Rivera (2012) documented how elite professional firms use "cultural fit" as a hiring criterion that systematically selects for candidates who resemble existing employees in background, affect, and worldview. Gorski (2019) applied similar analysis to education, arguing that deficit-based thinking in hiring often screens out candidates from non-traditional backgrounds who might challenge organizational norms. The hiring panel, designed to reduce individual bias, can become an instrument of collective conformity -- selecting for the candidate who threatens no one rather than the candidate who might transform everything.

The superintendent's approach was different. He identified the specific capacities his vision required -- equity commitment, entrepreneurial thinking, experience outside education, willingness to lead from the middle -- and then he found the people who possessed those capacities, regardless of whether they would have survived a traditional hiring process. He paired them with operational support for the administrative and bureaucratic functions they might lack. And he created new positions when existing ones did not match what he needed -- the Director of Instruction and Innovation role, for example, was created specifically for a leader whose background and vision had no precedent in the district's organizational chart.

This is not an argument for unchecked executive authority. It is an argument for strategic alignment between hiring practices and transformational purpose. When a district's theory of action names specific populations, identifies specific pedagogical shifts, and commits to specific outcomes, the hiring process must select for leaders who can deliver on those specifics. A generic process produces generic leaders. And generic leaders do not transform systems designed during the Second Industrial Revolution to sort children by race and class into predetermined futures.

For the Fourth Industrial Superintendent navigating the AI era, strategic appointment becomes even more critical. The skills required to lead AI integration in schools -- technological fluency, ethical reasoning about algorithmic bias, the ability to learn publicly and iterate rapidly, comfort with uncertainty -- are not skills that traditional education career paths develop (GovTech, 2025; Springer, 2025). Over 80% of educators now report using AI, but one in three K-12 educators still lack confidence in using it effectively and responsibly (Microsoft, 2025). Leaders must personally understand AI to lead its adoption (GovTech, 2025). A superintendent who hires exclusively from the traditional pipeline will almost certainly produce a cabinet that lacks the technological fluency and adaptive capacity the moment demands.


Building the Cabinet for the Fourth Industrial Revolution: Who You Need at the Table

If moral purpose is the center of the framework and the positive deviant is the animating concept, then the practical question is: What does a leadership team built on these principles actually look like?

Based on my research at Innovation USD and supported by the broader literature on distributed leadership (Spillane, 2006), collective psychological ownership (Martinaityte et al., 2020), and design thinking (IDEO, 2015), I propose six dimensions that a Fourth Industrial Superintendent should consider when composing their leadership cabinet:

Education experience. Deep knowledge of K-12 systems, pedagogy, curriculum, assessment, and the regulatory landscape remains essential. This is the institutional memory and operational competence that holds a district together during periods of significant change. Without it, innovation becomes chaos.

Outside-education experience. Professional backgrounds in fields such as technology, business, arts, healthcare, community organizing, or public policy bring the divergent thinking that positive deviance requires. Leaders who have navigated transformation in other sectors understand that the discomfort of change is not evidence of failure -- it is evidence of movement.

Entrepreneurial thinking. The ability to prototype, iterate, tolerate failure, and learn from it quickly. The Fourth Industrial Revolution rewards organizations that can adapt at speed. A cabinet that cannot experiment will not innovate, and a cabinet that cannot tolerate the public messiness of experimentation will retreat to compliance at the first sign of criticism.

Equity commitment. Not equity as a talking point but equity as a biographical and professional through-line. Leaders whose commitment to racial, economic, and linguistic justice is rooted in lived experience or sustained community engagement bring a specificity to the work that professional development alone cannot produce. The superintendent of Innovation USD named his students because he had been the unnamed student. That biographical specificity is not replicable through training, but it can be recognized and valued in hiring.

Technology fluency. Not merely comfort with devices and platforms but the capacity to understand how AI systems work, where bias enters, how data is used and misused, and what it means for a school district to adopt tools that will shape the cognitive and creative experiences of every child in its care. The superintendent who does not use AI personally cannot evaluate whether their district's AI strategy serves or surveils their most vulnerable students (GovTech, 2025).

Community connection. The ability to build, sustain, and mobilize relationships beyond the schoolhouse -- with parents, civic organizations, businesses, faith communities, and advocacy groups. The superintendent of Innovation USD did not implement his vision through top-down mandates. He employed it through relationships: the NAACP, Rotary, city council, parent affinity groups, business partnerships. The Fourth Industrial Superintendent must do the same, because community trust is the currency that funds transformation, and no bond measure, no curriculum redesign, no AI initiative survives without it.

No single leader will excel across all six dimensions. That is precisely the point. The Fourth Industrial Superintendent builds a team whose collective profile covers the full range -- a team in which the career educator's institutional knowledge compensates for the entrepreneur's impatience with bureaucracy, and the entrepreneur's creative disruption compensates for the career educator's tendency to mirror rather than innovate. The cabinet is not a collection of individuals. It is a system -- and like any system, its performance is determined not by the strength of its strongest component but by the coherence of its interactions (Fullan & Quinn, 2016).

6.2: Traditional Hiring vs. Strategic Appointment -- Side-by-side comparison. The Theory of Action: Where Moral Purpose Becomes Architecture

Moral purpose without a theory of action is conviction without consequence. It is the superintendent who believes deeply in equity but cannot articulate which students, which pedagogies, and which measurable shifts will demonstrate that belief in practice. The superintendent of Innovation USD did not merely hold a moral purpose. He operationalized it through a theory of action that translated biographical urgency into institutional architecture.

A theory of action, in the sense I use it here and as it emerged from my research, is a specific, falsifiable statement that connects a leader's moral purpose to the strategies, populations, and outcomes that will demonstrate whether the purpose is being fulfilled. It is not a mission statement. Mission statements are designed to be broad enough that no one can disagree with them. A theory of action is designed to be specific enough that someone must disagree -- and in that disagreement, the real work of transformation begins.

The Innovation USD superintendent's theory of action named Latino and African American students. It specified inquiry-based learning as the pedagogical shift. It identified culturally responsive teaching as the instructional framework. It committed to measurable outcomes that went beyond standardized test scores to include student engagement, project quality, and community perception. It was, in Kantabutra's (2008) terms, a vision that possessed brevity, clarity, future orientation, and enough challenge to generate genuine commitment rather than mere compliance.

For the Fourth Industrial Superintendent, the theory of action must now extend into the territory of AI and technological transformation. It must name which students are at risk of being excluded from the AI-enhanced learning that wealthier districts are already providing. It must specify how inquiry-based learning and AI integration will work together rather than at cross-purposes -- because AI without IBL is just a faster factory, and IBL without AI is preparation for a workforce that no longer exists. It must commit to outcomes that reflect the full complexity of what the Fourth Industrial Revolution demands: not only academic achievement but creative capacity, collaborative problem-solving, ethical reasoning, technological literacy, and the ability to learn, unlearn, and relearn throughout a lifetime in which 39% of key skills will change every five years (World Economic Forum, 2025).

6.3: The Theory of Action Template -- A structured template modeled on the Innovation USD superintendent's approach. Sections include: (1) Moral Purpose Statement (1-2 sentences, autobiographical root), (2) Named Populations (specific student groups the theory of action centers), (3) Pedagogical Shifts (specific instructional changes, including IBL and AI integration), (4) Structural Changes (facilities, scheduling, hiring, assessment), (5) Measurable Outcomes (academic, engagement, community, and workforce-readiness indicators), (6) Timeline (phased implementation with quarterly review points), (7) Accountability Structure (who reviews, how often, what triggers adjustment).

The template above is not a prescription. It is an architecture -- a set of load-bearing walls within which each superintendent must build their own structure. The Innovation USD superintendent built his for a specific community, a specific moment, a specific set of challenges. Your district is different. Your students are different. Your history is different. But the structural principle is the same: moral purpose must be specific, named, operationalized, and accountable, or it is nothing more than a speech at a board meeting that everyone applauds and no one acts on.


The IMAGINE Phase in Practice: From Personal Conviction to Collective Vision

This chapter has been about the human being at the center of the framework -- the leader whose moral purpose is not adopted but inherited, whose team is not assembled by default but composed by design, whose theory of action does not speak in abstractions but names the children it is meant to serve. But the IMAGINE phase of the Shared Vision Framework is not a solo act. It is the transition point where personal conviction becomes collective imagination.

The superintendent of Innovation USD did not imagine alone. He set the driving question: How do we transform this district so that every child -- especially our Latino and African American children -- has access to the future? And then he opened that question to every leader in his cabinet, every principal in his district, every teacher willing to engage. He gave them the non-negotiable goals. He gave them the moral purpose. And then he gave them autonomy to imagine the answer.

"You set that framework of what has to happen, but you let them fit into it with their approach," he told me (Martin, 2022, p. 86). This is not delegation. It is distributed imagination -- the belief that a vision enriched by many perspectives is more robust, more adaptable, and more likely to succeed than a vision carried by one mind, however brilliant that mind may be.

The IMAGINE phase, then, requires three things of the Fourth Industrial Superintendent. First, a moral purpose rooted deeply enough that it will not bend under political pressure, parent complaints, board turnover, or the seductive comfort of returning to what has always been done. Second, a leadership team diverse enough in background, experience, and cognitive style to generate ideas the superintendent alone would never have considered. Third, the courage to name -- to say these students, this pedagogy, these outcomes -- and to hold the district accountable to specifics rather than slogans.

In the next chapter, I will examine what happens when imagination becomes implementation -- when the district treats its own transformation as an inquiry-based project and begins the difficult, messy, exhilarating work of producing the capacity to deliver on its vision. But that work begins here, in the IMAGINE phase, with a leader who knows who they are, why they lead, and who they lead for.

And if the answer to that last question is "all students" -- without names, without faces, without the biographical specificity that makes equity real rather than rhetorical -- then the framework has not yet begun.


Discussion Questions

  • Look at your cabinet. How many members have significant professional experience outside of education? How does that diversity -- or its absence -- affect your district's capacity for innovation?
  • Does your district's theory of action name specific student populations and specific pedagogical shifts, or does it use generic language about "all students" and "best practices"? What would change if you named the students your system has historically failed?
  • What would it look like to hire your next director or assistant superintendent the way the Innovation USD superintendent did -- based on moral purpose alignment and positive deviant profile rather than panel consensus? What barriers would you face, and how might you navigate them?
  • Are you personally using AI tools regularly? If not, what is preventing you -- and what message does that send to your leadership team about the urgency of the transformation you are asking them to lead?

  • Practitioner Tool: The Cabinet Diversity Audit

    Purpose: To help superintendents assess whether their leadership team possesses the collective range of experiences, perspectives, and capacities required to lead Fourth Industrial Revolution transformation.

    Instructions: For each member of your cabinet or senior leadership team, rate their strength (1 = minimal, 5 = exceptional) across the six dimensions of the Positive Deviant Profile. Then examine the team totals to identify collective strengths and gaps.

    Interpretation Guide:

    • Team average below 2.5 in any dimension: This is a critical gap. Consider whether your next hire should specifically address this dimension, and whether existing team members could develop in this area through targeted professional experiences.
    • All team members scoring 3+ in a single dimension but below 2 in another: Your team may have deep expertise in one area but a blind spot in another. The dimension with the lowest score is likely the one limiting your district's transformation capacity.
    • One team member scoring 4-5 across all dimensions: This person is carrying a disproportionate load. If they leave, your team's capacity drops dramatically. Build redundancy by developing other team members in their strongest areas.
    • Most members with minimal outside-education experience: Your team may be strong operationally but limited in its ability to imagine alternatives to existing structures. Consider creating pathways for team members to gain experience in non-education contexts (fellowships, cross-sector partnerships, sabbaticals) or deliberately recruiting your next leader from outside the traditional pipeline.

    The Critical Question: After completing the audit, ask yourself: If I were building this team today, knowing what I know about the Fourth Industrial Revolution and what it demands of school systems, would I build the same team? If the answer is no, the audit has done its work. The question is what you do next.
